Minutes of 5-24-18 GO Finance & Legal Committee Meeting

1. Treehouse Insurance Update

Becky G. submitted to our insurance broker an illustration showing how the
treehouse would look if it were lowered to the ground, with one end
touching the ground, and the other about three feet off the ground down the
slope. All sides would have rails, much like a deck. The response from
the underwriter was nevertheless not favorable:

After reviewing the information submitted, it looks like the insured is
changing this from a tree house type exposure to playground equipment
exposure. We would still have issue with it being around a tree and on
uneven ground. To consider this an acceptable exposure (similar to
playground equipment), it would need to be moved to level ground, away from
the tree, and have adequate amount of aggregate (mulch, pea stone etc.)
surrounding the equipment depending on the height.

There’s really nothing more that F&L can do. It’s up to the community to
decide what to do next. We’ll discuss how to present this at our next
meeting.

2. Bylaws and Master Deed

We would like to use all the time available to us at the June 6 meeting,
potentially up to 40 mins. We will walk through with the group Debbi’s
rewrite of text in the Master Deed that will take the place of the existing
confusing text about who’s responsible for what. The text will be
distributed in advance. Debbi will send a draft to F&L by about Monday. We
have already worked through with the community that we will have a set of
general principles in narrative form, with some examples, instead of the
table created several years ago, which implies that it is exhaustive, but
it is not. It’s too onerous to make changes to the MD to include the
table, and to go through the process of getting approval from all parties
when making corrections in the future. Debbi likes the model in TS’s
master deed, which is simpler and clearer. At the meeting, Debbi will go
back over the principles, and then we’ll discuss the new narrative text.

3. Certificate of Occupancy Issue

Lesli from TS wrote to Debbi earlier a few days ago. She is adding a
bathroom, and in the permitting process, discovered that TS never received
a final Certificate of Occupancy. The County sent her a list of items that
still need to be inspected and approved, and on the list were two items
pertaining to GO: Building 11, Unit 4, and the Woodshop. TS has been in
touch with Bill Kinley of Phoenix Construction. F&L thinks this is a
Buildings Committee issue since it has to do with inspections. Debbi will
send this information to Mary, convener of Buildings, and to Ted and Dale,
who were very involved in construction in the early days.

4. Bookkeeping Updates

a. Updates – none. Becky G. was not able to attend today
b. Arrears – discuss at end of month

5. Fishbowl

Amy requested 20 minutes on the June 18 meeting. She will check with Becky
G. first, and then ask for another 5. We think there might need to be time
for a debrief.

6. Items we are tracking – is it time to retire some of these items to the
Cooler or to take action?

a. Items pending from Grounds:
a. alternative to detailed individual truck billing – Sharon willing to
write up a proposal this summer
b. comments on draft Truck Usage Proposal – give Grounds a deadline
b. When broken agreements lead to liability concerns (Debbi’s report on
conversation with Process) – this relates to the Master Deed. We could
make this change later, without going to the mortgage holders, because it’s
not a financial decision. Debbi will connect with Jillian when she gets
back.
c. F&L calendar of routine tasks – put this on our radar for July. Sharon
can work on this with Becky by email while on vacation.
a. Every November, remind CH Com to get leases updated for the new year
b. Annually, remind neighbors to submit any change to mortgage info on hold
by the Association
d. Remind CH about 2018 leases, insurance certificate from Kito (Amy will
do this in two weeks, after Elph gets back from traveling)
e. Look at Cooler Doc at a future meeting
f. Anything else?
